Zibo University City Park is the most dynamic area of Zibo, covering 56 square kilometers with a population of 80,000. It brings together several universities, including Qilu Medical College, Shandong Agricultural Engineering College, and Zibo Vocational College, and is a key area for the integration of Zhangdian and Zhoucun. After years of development, the area is thriving, with ten major industrial parks such as the Innovation and Entrepreneurship Industrial Park, Qilu Digital Valley, Precision Medical Industrial Park, and Freiwai Industrial Park. In the future, it will become Zibo’s “urban living room” and core CBD. The project has a total investment of 1.1 billion RMB, leveraging available building resources in Zhoucun District to introduce third-party enterprise service institutions, build a full industry chain service platform integrating government, industry, academia, research, and application, and establish a high-standard national tech incubator, digital innovation R&D platform, high-level innovation demonstration zone, digital application demonstration park, and a benchmark for digital economy and innovation. The integration of digital technology with the economy and society is expanding both in breadth and depth. According to financial forecasts, the cumulative local government retained portion from 2023–2028 will be about 120 million RMB. Cooperation modes include sole proprietorship, joint venture, or partnership.
