Resilient Corridors Project

The design of this project aligns with the best practices established by the Haiti Rural Accessibility & Resilience Project (RARP), which has shown that, under certain conditions and with targeted support, it is possible to improve rural connectivity and strengthen the resilience of transport infrastructure amidst political instability and gang violence. The proposed project aims to fulfill its objective through several activities under 5 components including: component 1: enhance resilience rural connectivity by restoring and upgrade bridges and rural road with a focus on climate resilience, component 2: rehabilitation of strategic corridors to enhance road connectivity and reduce impact of flooding, component 3: bridge asset management to ensure effective oversight and assess management, component 4: CERC; and component 5: Project management. The design and preparation of the proposed project incorporate the following considerations, based on lessons learned from the RARP: (i) Identification of a select number of technically straightforward investments that have minimal environmental and social impacts, can be delivered in the short term, and yield tangible benefits for the local population; (ii) Development of a contingency plan to ensure the provision of continuous implementation support during periods of heightened fragility and insecurity; (iii) Adoption of a flexible framework approach to manage security challenges and adjust activities in response to evolving security conditions; (iv) Reliance on a well-established and experienced Project Implementation Unit (PIU) with low staff turnover, which has a proven track record in executing similar project.
